Resolute Dynamics ESL Electronic Speed Limiter for Malaysia JPJ compliance
Electronic Speed Limiter
ESL

Electronic throttle intervention that integrates directly with modern ECUs for precise, tamper-proof speed capping — ideal for newer trucks and buses.

Best for: Modern ECU-equipped commercial vehicles
Resolute Dynamics FSL Fuel-Type Speed Limiter for Malaysia JPJ compliance
Fuel-Type Speed Limiter
FSL

Controls speed through precise fuel flow modulation — a reliable, cost-effective retrofit for older heavy vehicles with mechanical accelerator pedals.

Best for: Older vehicles requiring a Phase 3 retrofit
Resolute Dynamics MSL Multi Speed Limiter for Malaysia fleets
Multi Speed Limiter
MSL

Set multiple preset speed thresholds for different zones — a lower cap near schools or depots, a higher cap on highways — for mixed-route fleets.

Best for: Fleets operating across varied zones
The JPJ SLD Mandate

Malaysia's speed limiter rollout, explained

JPJ requires eligible commercial goods vehicles over 3,500kg and passenger vehicles over 5,000kg carrying more than 8 passengers to run a certified SLD capped at 90 km/h, phased in over three stages.

1
Verification for newer vehicles

Mandatory verification of SLD functionality for commercial vehicles manufactured after 1 January 2015.

Enforced from 1 Oct 2025
2
ECU activation for older vehicles

Activation of built-in SLD via the Electronic Control Unit for vehicles manufactured before 1 January 2015.

Enforced from 1 Jan 2026
3
Retrofit installation

Vehicles without factory SLD capability require a certified retrofit installation and PUSPAKOM verification.

Final deadline 1 Jul 2026
Non-compliant or bypassed devices are a real regulatory risk
An SLD that has been tampered with or removed will fail JPJ verification just like having no device at all — putting your compliance certificate, inspection pass, and operating license at risk.
Side By Side

Not all speed limiter devices are built the same

Low-cost relay-based devices are common in the market. Here's how they typically compare to a Resolute Dynamics SLD.

Basic Relay Device
Uncertified Relay Device
  • Cuts fuel pump on/off — abrupt, not smooth
  • Speed can bounce around the limit
  • No engineering testing behind long-term wear
  • Often removable without specialist tools
  • A removed device fails JPJ inspection

Common Questions

Speed limiter Malaysia — FAQ

Is a speed limiter (SLD) mandatory in Malaysia?
Yes. JPJ requires Speed Limitation Devices on commercial goods vehicles over 3,500kg and passenger vehicles over 5,000kg carrying more than 8 passengers, capping speed at 90 km/h. The mandate is rolling out in three phases through July 2026.
What's the difference between ESL, FSL and MSL?
ESL uses electronic throttle intervention and suits modern ECU-equipped vehicles. FSL controls speed via fuel flow modulation and suits older vehicles with mechanical accelerator pedals. MSL sets multiple preset speed thresholds for different zones, such as school areas versus highways.
What happens if my vehicle doesn't have a compliant SLD?
Non-compliant vehicles can face compound fines from RM3,000 to RM10,000 per vehicle, court summons for repeat offences, failed inspections, and operator license restrictions.
How often does an SLD need to be re-certified?
Once installed and certified, an SLD verification is valid for two years, renewed alongside your vehicle's PUSPAKOM inspection schedule.
